Delayed refunds – are they legal?

In December of last year, I cancelled a flight booked through Expedia. THey charged a $200 cancellation fee and advised me that the refund would take up to 3months to be returned to my credit card account. I am still waiting.

I am just wondering, is it legal for a company to hold such a large sum of money? Why does it take so long to be returned? The cynical side of me thinks they are probably holding it for as long as possible to make interest off it. I am going to write to the consumer support organisation to find out if this is all legit.
